Application Guidelines

Submission

Operation Santa Claus (OSC) is a dedicated annual fundraising campaign designed to uplift Hong Kong’s small-to-medium charities (see eligibility for details). We prioritise these agile organisations specifically because they have yet to receive government subvention or major institutional backing. By bridging this funding gap, OSC ensures these community partners have the resources they need to meet the evolving needs of our city. 

Please submit your proposal by filling in an online application (available from 4 May 2026 onwards). Further instructions will be provided throughout the application system. 

Eligibility

To maximise the social impact within the underserved communities, OSC prioritises organisations that demonstrate the agility to address community needs through the following eligibility.

 

  • Is a non-profit charitable organisation registered in Hong Kong and exempt from tax under section 88 of the Inland Revenue Ordinance.
  • Has a current Certificate of Incorporation.
  • Operations and organisational focus are exclusively within Hong Kong
  • Not receiving any major subvention allocation from the Social Welfare Department
  • Annual expenditure for the previous financial year must not exceed HK$15 million
  • The submitted project proposal must not have received any other sources of funding
  • To encourage collaboration, applications requesting HK$600,000 or above are highly recommended to include at least two organisations working together. The other organisation(s) can be a charity, social enterprise or private company.
Funding focus area

This year, OSC identified three specific funding focus areas derived from our “Area to Serve” metrics. These selections are strategically chosen to address the most pressing social issues and are backed by current data and trending needs. We remain committed to a rigorous process, upholding these selections strictly in accordance with our established selection criteria.

Exclusions 

 

  • For the sole benefit of animals: Project proposals must demonstrate a broader social or community impact that aligns with the year of selection.
  • Religious activities: Project proposals should not be used to promote or conduct any religious services, proselytising or rituals.
  • Political lobbying: Projects must not be used to support commercial ventures or politically oriented activities including lobbying and partisan advocacy.
Funding amount

The maximum funding amount is HK$1 million per project. The funding will be distributed in instalments.

Project period

The funded project must commence on 1 April 2027. The project period ranges from 1 year to 3 years.

Selection criteria

The proposals will be evaluated by the Selection Committee using the following criteria:

 

  • Mission Alignment: Directly serve people with demonstrated needs in Hong Kong as identified in the funding focus areas
  • Measurable Impact: Ability to prove delivery of positive output, outcome and impact to the beneficiaries via evidence-based evaluation methods
  • Building social capital & Resilience: Fostering a resilient social economy—creating a self-sustaining “people community.” This includes programmes where former beneficiaries become mentors, knowledge is shared back into the community, or social networks are strengthened to create a continuous loop of mutual support.
  • Innovative pilot: We prioritise pilot projects that challenge the status quo through social innovation. This includes unique cross-sector collaborations or innovative ideas that solve “wicked problems” in ways traditional social services have not.
  • Long-term Sustainability: Proposal must demonstrate Social Sustainability including a clear strategy for how the project’s impact will endure through community ownership. We seek projects that build long-term resilience rather than perpetual dependency on funding cycles.
  • Organizational Capability and Financial Viability: Proven capability and capacity to effectively deliver project deliverables through transparent governance, accountability, and financial prudence with a reasonable and scalable budget.

    Bonus Criterion (Not a mandatory requirement for your application but will take into consideration)

     

    AI & Digital Enhancement: Integrate AI and promote AI literacy to catalyze both beneficiary development and operational efficiency. By deploying AI as a direct tool for personalised learning, capacity building and an operational driver to streamline workflows and enhance overall service delivery efficiency.

Attend our Info Session and Impact Showcase Day to gain deeper insights into this year’s funding focus areas and the updated funding application details. This session will provide essential guidance on the application process and a Q&A session to help you align your proposal with our application requirement.

Impact Showcase Day (FULL)

Date: 22 May 2026 (Friday)

Time: 4:00pm – 5:15pm (Please arrive 15 minutes earlier for registration)

Venue: South China Morning Post (SCMP), 19/F, Tower One, Times Square, 1 Matheson Street, Causeway Bay, Hong Kong. 

Note: Kindly submit only one form entry on behalf of your organisation. Since space is limited for the in-person Impact Showcase Day, please register as soon as possible. We will send you a confirmation email once your spot is secured. Thank you for your understanding.

Important reminder
  • Project proposals should be written in English unless otherwise specified.
  • We prioritise new and unfunded proposals. If a portion of your project is already funded by another funding, you are required to specify which distinct of new components you are asking for support
  • Projects that do not progress to the final presentation stage are considered as unsuccessful.
  • The OSC team strictly adheres to stated deadlines, any late submissions will not be accepted.
  • To maintain a fair selection process, each organisation may submit only one application. Any multiple submission in the year will be deemed unsuccessful.
  • To ensure a fair submission channel, only online applications will be accepted. Any applications submitted via email or post will not be processed.
